人家就是对你的人权状况不满意，别想歪了。我觉得这件事不复杂，人家觉得人家自己的政治体制很好，希望你也用类似的体制，觉得在你的体制下，老百姓没有人权；可咱GOV觉得咱的挺好，不但好，你们觉得你们的好也行，但是别管我们好不好。

 

这件事，你可以和中国GOV看法一致：我们家的事你们别管；也可以和西方一致：人权大于一切，我管定了，就得改；也可以有自己的看法：我们家的事你别管，但你说得对，我会改。

Type EBS 10-04-2008 Subject : EbS 1 Catchwords : Tibet Location : European Parliament Brussels Resolution on the situation in Tibet   Extract  from the vote Brussels, EP Plenary session Background: The European Parliament, –  having regard to its earlier resolutions on Tibet and the human rights situation in China, and its resolutions on human rights in the world, –  having regard to its resolution of 13 December 2007 on the EU-China Summit – EU/China human rights dialogue, –  having regard to the European Convention for the Protection of Human Rights and Fundamental Freedoms and its five protocols, –  having regard to the public hearing held by its Subcommittee on Human Rights on 26 November 2007 on human rights in China in the run-up to the Olympics, –  having regard to Rule 103(2) of its Rules of Procedure, A.  whereas at least 23 Tibetans have been reportedly killed, hundreds critically injured, and many more arrested, as Chinese authorities resorted to violent crackdowns on peaceful Tibetan demonstrators demanding independence for Tibet at a protest in Ngaba on 16 March 2008, B.  whereas the Central Tibetan Administration and the Tibetan Parliament-in-Exile have requested the international community to urge the Chinese Government to immediately stop the repression in Tibet and release all political prisoners, including those recently arrested, C.  whereas foreign journalists have been denied access to Tibet and Chinese authorities are accusing the foreign media of misrepresenting the events, D.  whereas Tibetan people inside Tibet do not have equal rights to freedom of expression, cultural and linguistic sovereignty, freedom of assembly and movement, and other basic fundamental rights, which are regularly limited by the Chinese regime, E.  whereas the Chinese regime holds thousands of political prisoners without charge or trial, including democracy activists, lawyers, human rights defenders, religious leaders, journalists, trade unionists, Tibetan Buddhists, Uighurs, and political dissidents, F.  whereas the 2008 Beijing Olympic Games should constitute a historic opportunity for the improvement of human rights and gives an opportunity to debate and contribute towards a visible improvement in democracy, political reforms and human rights in China, as well as the situation of the Tibetan people and other ethnic and religious minorities, G.  whereas a boycott of the opening ceremony of the Beijing Olympics by Heads of State would be a significant act of protest against China’s crackdown on demonstrators in Tibet, H.  whereas recent events in Tibet show that China continues to commit serious violations of human rights and minority rights and leads the way in supporting all totalitarian regimes in the world, from Burma to Belarus and Sudan, which is a result of a passive and incoherent policy towards China by the EU and USA, 1.  Firmly condemns the brutal repression by the Chinese security forces against Tibetan demonstrators and expresses its deep concern about the policy of assimilation vis-à-vis Tibet, as well as religious minorities and other minorities like the Uighurs; 2.  Calls on the international community to urge the Chinese Government to immediately stop the repression in Tibet and release all political prisoners, including those recently arrested, to allow injured Tibetans to receive adequate medical attention and arrested Tibetans to receive legal assistance, and to provide clear figures regarding the number of injured, arrested and killed people; 3.  Calls on the Government of the People’s Republic of China to actively engage in dialogue with the representatives of the Dalai Lama in order to seek a democratic and mutually acceptable solution to the issue of Tibet; regrets that the six rounds of talks between the Beijing authorities and the representatives of the Dalai Lama were inconclusive; expects the negotiations to be brought back on track before the Olympic games and calls on the Chinese authorities to invite the Dalai Lama to the opening ceremony of the Games as a sign of good will; 4.  Calls on world leaders to boycott the opening ceremony of the Olympic Games in Beijing unless the Chinese authorities exercise restraint in dealing with the Tibetan independence movement and open talks with the Dalai Lama; underlines that the presence of Heads of State at the Games would be reported by the Chinese Government as a sign of approval of the violation of human rights and crimes against the Tibetan people; 5.  Is strongly concerned by the recent increase in political persecution, related to the Olympics, of human rights defenders, journalists, lawyers, petitioners, civil society activists, ethnic groups such as the Uighurs, and religious people of all beliefs; 6.  Is concerned about the destruction of the traditional religious identity of the Tibetan people by the Chinese Communist authorities; calls for respect for Tibet’s right of self-determination; 7.  Is concerned about the increasing economic marginalisation of the Tibetan people in Tibet, who are faced with a rising number of Chinese migrant workers coming into Tibet and taking Tibetan jobs and Tibetan land; underlines the gross discrimination in the education system, in which Tibetan children learn their native language as a second language; 8.  Reiterates its concern over the continuing human rights violations in Tibet and in the other provinces inhabited by Tibetan people, including torture, arbitrary arrest and detention, repression of religious freedom, arbitrary restrictions on free movement, and rehabilitation through labour camps; 9.  Calls on China to take concrete steps to guarantee freedom of expression, and to respect freedom of the press, both for Chinese and foreign journalists; urges the Chinese authorities to immediately stop censoring and blocking news and information websites based abroad; calls for the release of all journalists, internet users and cyber-dissidents detained in China for exercising their right to information; 10.  Instructs its President to forward this resolution to the Council, the Commission, the parliaments of the Member States, the President and Prime Minister of the People’s Republic of China and the International Olympic Committee.
